AJLA Introduces FiscalLink
With the December 2003 release of America’s JobLink (AJL),
the ability to use one program to manage both participant services and vendor
payments became a reality. After strenuous pilot testing in Kansas’ Local
Workforce Investment Area V, FiscaLink became the newest addition to the AJL suite
of products. FiscaLink allows AJL subscribers to currently process payments for
all WIA programs including NEG (National Emergency Grants) grants, and TAA (Trade
Adjustment Act) activities.
FiscalLink provides AJL users with a complete fiscal management application that
seamlessly integrates with ServiceLink, the case management and job seeker tracking
module of AJL. AJL security insures adequate internal controls are present to
make sure FiscalLink complies with GAAP (Generally Accepted Accounting Principals)
requirements for sound fiscal management. The system fully supports accrual accounting
methods, ensuring the accurate reporting of programmatic obligations and outlays.
Fiscal staff and service delivery staff can now use a single program. Fiscal staff
will be able to directly view the case management records, while case managers
will have access to participant and vendor budget and payment information.
FiscalLink provides the following fiscal management functions: generating participant
budgets and payments; generating vendor budgets and payments; creating vouchers
for expenditure management; managing administrative budgets and payments; generating
obligation and expenditure reports down to the office level; and numerous other
fiscal management reports at the office, WIB (Workforce Investment Board) and
state level. While FiscalLink is not a check writing system, it does produce standard
output files that can be imported into any one of several software programs. Currently,
AJLA-TS has created two separate interface programs for FiscalLink for participant
and vendor check processing.
FiscalLink is now being used across Kansas to manage WIA fiscal activities. Future
enhancements already in the planning stages include the ability to enter overall
program level budgets for WIA at the WIB and State level, including the ability
to enter outlays for other program costs. This will allow FiscalLink to become
