Eligibility By Enrollment
The following sections explain how eligibility is determined for a specific program. Age is calculated using date of birth and eligibility date. Selective Service applies to males age 18 or over, born on or after January 1, 1960. Work Status refers to being a U.S. citizen or eligible to work in the United States. See the Dislocated Worker section in Demographics for more details about how responses to Dislocated Worker Questions (DWQs) affect eligibility.

This also includes dependent spouses of active duty service members with greatly reduced income due to deployment, call to active duty, change of station, or a death or disability connected to military service.)
- My spouse is an active duty armed forces member and I've lost my job due to relocating for their change in duty station.
- My spouse is an active duty armed forces member and I'm having trouble finding or improving employment.
- I am unemployed because of military closures or realignments.
- (a) My employer laid me off or provided notice of layoff because they are reducing their workforce; (b) my employer provided notice of termination; or (c) I am unemployed because I received an Honorable Discharge from the U.S. military.

Rapid Response is used to (as quickly as possible) plan for and respond to situations following either (a) an announcement of a closure or layoff; or (b) mass job dislocation resulting from a natural or other disaster.

- I am unemployed because of an emergency or disaster that caused many workers to relocate.
- I am unemployed due to multiple layoffs in my community.

- (a) My employer laid me off or provided notice of layoff because they are reducing their workforce; (b) my employer provided notice of termination; or (c) I am unemployed because I received an Honorable Discharge from the U.S. military.

- Work Status: Citizen or Eligible to Work
- DWQs: No
- Other: Meets the criteria for any one of the following four amendments:
2015 Amendment (90,000 and above)
- Petition number is greater than or equal to 90,000 AND
- Annual salary is less than or equal to $50,000 AND
- Cannot be reemployed at the company from which he/she was separated AND
- Petition must be authorized for R/ATAA AND
- Employment status must meet one of the following criteria:
- Employed full time AND not in training OR
- Employed full time AND currently is or has ever received training AND enrolled in service mapped to service category OR
- Not employed full time AND hours worked per week are greater than or equal to 20 AND currently is or has ever received training AND enrolled in service mapped to service category.
- If job seeker is enrolled in TAA, the services (training) they are receiving must be ATAA eligible.
- If job seeker is not enrolled in TAA, services they may be receiving do not block R/ATAA eligibility.
OR Reversion 2014 Amendment (85,000 to 89,999)
- Petitions approved on or before 9/28/15 are being transitioned to the 2015 Amendment.
- If petition number is greater than or equal to 85,000 and less than 90,000 and the petition is approved on or before 9/28/15 and the petition is active, then job seeker is automatically eligible for 2015 Reauthorization.
- 2014 services and benefits end 9/27/15. These participants will receive 2015 Reauthorization services and benefits on and after 9/28/15.
- No redetermination necessary.
- Petitions Approved After 9/28/15
- If petition number is greater than or equal to 85,000 and less than 90,000 and the petition is approved after 9/28/15 and the petition is active, then job seeker is automatically eligible for 2015 Reauthorization.
- Petitions approved on or before 9/28/15 are being transitioned to the 2015 Amendment.
OR 2011 Amendments (80,000-84,999)
- Petitions 80,000 – 80,999 Filed on or after 2/14/11 and before 10/21/2011; Petitions 81,000 – 84,999 Filed on or after 10/21/2011
- Petition number is greater than or equal to 80,000 and less than 85,000 AND
- Annual salary is less than or equal to $50,000 AND
- Cannot be reemployed at the company from which he/she was separated AND
- Petition must be authorized for R/ATAA. AND
- Employment status must meet one of the following criteria:
- Employed full time AND not in training OR
- Employed full time AND currently is or has ever received training AND enrolled in service mapped to service category OR
- Not employed full time AND hours worked per week are greater than or equal to 20 AND currently is or has ever received training AND enrolled in service mapped to service category.
- If job seeker is enrolled in TAA, the services (training) they are receiving must be ATAA eligible.
- If job seeker is not enrolled in TAA, services they may be receiving do not block R/ATAA eligibility.
OR 2009 Amendments (70,000–79,999)
- Petition number is greater than or equal to 70,000 and less than 80,000 AND
- Annual salary is less than or equal to $55,000 AND
- Cannot be reemployed at the firm from which he/she was separated AND
- Petition must be authorized for R/ATAA AND
- Employment status must meet one of the following criteria:
- Employed full time AND not in training OR
- Employed full time AND currently is or has ever received training AND enrolled in service mapped to service category OR
- Not employed full time AND hours worked per week are greater than or equal to 20 AND currently is or has ever received training AND enrolled in service mapped to service category.
- If job seeker is enrolled in TAA, the services (training) they are receiving must be ATAA eligible.
- If job seeker is not enrolled in TAA, services they may be receiving do not block R/ATAA eligibility.
